4.3. Discussion of results The results of our descriptive analysis are clear: commissioning times across technologies and across regions have increased on average, with several countries showing an increase in commissioning times between 2015 and 19 and 2020–22.
Depending on the level of project preparedness required prior to award of an auctions, the commissioning time can be lower than that of unauctioned projects. Developer characteristics mentioned here include financial strength.
Even larger projects with capacity >100 MW have also witnessed an increase in commissioning times. The factors explaining the increase in commission times are not as consistent. Only economic characteristics, including currency devaluation and GDP contraction, consistently explain an increase in commissioning times.
A devaluation (or decrease) in foreign exchange significantly increases commissioning times. This is in line with existing research which suggests that a devaluation in currency results in a higher cost for imported components and an increase in construction delays possibly due to order variations.
