Initially, China prioritized wind power for renewable energy development due to its well-established technology. However, the Key Points of New Energy and Renewable Energy Industry Development Planning 2000–2015, published in 2000, marked the beginning of China's interest in solar photovoltaic technology.
The government incentives have also contributed to the curtailment of solar energy, as many of the solar projects have been built in northern and western regions of China where there is a low demand for electricity and a lack of infrastructure to transfer energy towards China's main power grid.
Government subsidies for solar power have also been attributed to over construction, as many solar power projects have been funded by the Chinese government but are curtailed (they do not operate at full capacity) due to the inability to transfer the full energy capacity from production sites.
The central government has placed significant emphasis on renewable energy, particularly solar PV technology. China's rapidly growing PV industry greatly benefited from the domestic supportive polices. Hence, maintaining stable policy framework and expectations is pivotal for market development.
