In October 2025, the Commission published a study on network development planning, tariff structures and connection requests for electricity distribution grids that explores best practices
It is possible for new grid users to gain at least partial grid access, there is an incentive for current grid users to switch to new contracts and open up peak capacity, and there is a lower cost-reflective tariff for grid users that supports the grid. 5.5. The process leading to the final package included a call for evidence and an open public consultation which were open from 13 May to 5 August 2025. The European Grids Package aims to address the key challenges for cross-border energy infrastructure in the EU.
In this context, the Commission presented the European Grids Package on 10 December 2025, following the EU Action Plan for Grids adopted in November 2023. The process leading to the final package included a call for evidence and an open public consultation which were open from 13 May to 5 August 2025.
The grid connection data sheet for generation plants and storage systems must be submitted in addition to the completed Annex E of VDE-AR-N 4130. As an EU-wide grid code, the RfG Regulation standardizes the rules for electricity generators that want to be connected to the grid. A separate data sheet must also be submitted for this purpose.
